Haleema Bharoocha is a nationally recognized leader in promoting equity and public safety within the transportation sector. As the Senior Engagement Manager at Winter Consulting, she draws on a wealth of experience from organizations such as the American Public Transportation Association, the Metropolitan Transportation Commission, and TransForm.
Haleema has authored pivotal works including “Decarcerating Transportation: A Mobility Justice Framework” and “Ride Fearlessly: A Framework for Reimagining Transit Safety,” which have influenced policy and practice nationwide. She also co-led phase one of the “Not One More Girl” initiative, a groundbreaking, youth-driven campaign to combat gender-based violence on BART, and has supported statewide legislative efforts to enhance transit safety.
Her project portfolio spans regional paratransit improvements through a disability justice lens, quick-build traffic calming pilots, equity analyses of greenhouse gas emission reduction strategies, addressing High Injury Networks, ensuring equitable access to federal funds for small businesses in the clean energy sector, and increasing micro-mobility adoption.
In addition to her project work, Haleema is a sought-after speaker and facilitator, having led workshops and given talks across the country on issues of equity and justice. Her work is featured in major media outlets including Teen Vogue, Bloomberg, SF Chronicle, KQED, and Streetsblog.
Haleema earned her Master of Public Policy from the Goldman School of Public Policy at UC Berkeley, the nation’s top-ranked policy school.
