The San Francisco Bay Area Rapid Transit (BART) Link21 program is a multi-decade initiative aimed at enhancing transit access across the Northern Bay Area by improving rail lines, increasing services, and constructing a new Transbay crossing between Oakland and San Francisco. Winter led outreach efforts in Alameda County and facilitated the Link21 Equity Advisory Council (EAC). Our outreach included tabling at community events, train stations, and popular destinations within the county. We also solidified co-creation as a core program strategy by partnering with community-based organizations (CBOs) to host focus groups with equity-priority communities.
Winter strategized the direction of the Link21 EAC, a group of 18 community members who reside across the 21-county Northern California megaregion. Winter facilitated bi-monthly EAC meetings and additional sessions focused on digging deeper into topics discussed at general meetings and handled all member communications. We planned and facilitated the Anti-Displacement Working Group, a subset of the EAC tasked with developing anti-displacement principles that informed the direction of the program in future phases.
