
Community Based Transportation Plan

The Alameda County Transportation Commission developed the 2020 Community-Based Transportation Plan (CBTP) as a key component of the 2020 Countywide Transportation Plan (CTP). The CBTP focused on direct engagement with low-income communities of color to address transportation challenges and identify needs within these communities. The CBTP organized low-income and communities of color into 14 study areas, covering 115 census tracts across nine cities and three unincorporated areas.
Winter led and orchestrated nearly 20 outreach events with diverse communities across Alameda County and created detailed reports of the feedback collected. Winter also orchestrated a survey to gather additional input on the community’s transportation needs and issues. This outreach ensured that the CBTP’s recommendations were tailored to the unique transportation needs of priority populations throughout the county.
