
I-580 Transit and Multimodal Strategy

The I-580 Transit and Multimodal Strategy (I-580 TAMS) is a comprehensive transportation plan to reduce Vehicle Miles Traveled (VMT), enhance safety, improve air quality, and support land use and economic growth development. This targeted effort involves identifying and phasing a series of transportation investments that will work together to achieve these goals sustainably and equitably. The I-580 TAMS is a crucial step toward creating a more connected and sustainable transportation network for the region. Winter leads the project’s community engagement and outreach process with a focus on access and equity. Winter Consulting supports the project team with documentation of Technical Advisory Committee meetings and business stakeholder focus groups. In addition, Winter Consulting selected, onboarded, and is currently facilitating Community-Based Organization (CBO) focus groups and overseeing the co-creation and execution of pop-up engagement activities alongside the CBOs in Equity Priority Communities located in San Leandro, Oakland, Castro Valley, and unincorporated areas of Alameda County (Ashland and Cherryland).
