Director of Link21

Flexible working environment with some in-person requirements in San José and Oakland. 

Position Overview: Senior Director of Project Management and Staff Development 

Full Time with some evening and weekend work, including a minimum of two days in person (generally at our office in Oakland but some days in San Jose).

About Link21

Link21 is a long-range Program that aims to create a faster, more connected, equitable, and accessible network of train service that focuses on improving the environment and quality of life in the Bay Area. At the core of Link21 is a new train crossing between Oakland and San Francisco, unlocking better travel possibilities across the 21-county Northern California Megaregion. About the Director Role

The Director role is a project management role that will oversee Winter’s Link21 engagement efforts, including but not limited to outreach across the Bay Area and the facilitation of Program-related subgroups. We are seeking an experienced candidate who will be able to manage effective engagement for Link21 by overseeing and working closely with a small internal team while interfacing with multiple client team members on a consistent basis. The Director should have strong skills in client management, professional communication, quality control measures, workstream oversight, and strategic Program advisement. We are seeking a Director to be highly organized and communicative, bring knowledge of the principles and practices of public engagement, and be highly experienced in project management including scope, schedule and budget management. The Director should be interested in carrying out quality outreach for a major infrastructure project that will have significant impacts across the entire 21-county Northern California Megaregion.

Job responsibilities will include:

  • Oversee the planning, management, and implementation of Link21 work by a team of 5-7 internal team members

  • Co-create project plans and deliverables alongside internal team members

  • Support and effectively communicate project goals with internal and external project team members

  • Work with client to develop and implement successful engagement strategy that effectively gathers feedback from the public on the direction of the program

  • Communicate proactively, regularly, and promptly with project team members outside of Winter Consulting to ensure program updates and changes are incorporated into the Winter team’s work plan

  • Lead development and management of scope, schedule and budget for Winter team’s deliverables and tasks to meet expectations for schedule and quality

  • Lead and oversee development of written public materials such as presentations, surveys, newsletter content, websites, handouts

  • Oversee quality control of project deliverables and documentation 

  • Oversee Winter team members in their roles as relationship managers for Link21, working with community-based organizations and community members to implement varying engagement strategies

  • Assure accurate documentation of all public feedback gathered by the Winter team

  • Participate in all-staff Winter team meetings and contribute to the development of a growing team

  • Support other non-Link-21 project work as needed during periods with less Link-21 specific activity

The Ideal Candidate

The ideal candidate for this position will be passionate about ensuring comprehensive outreach and committed to working with internal and external team members to carry out multiple work streams of a major infrastructure project. 

  • Thrive on nurturing collaborative relationships with clients, co-workers and partners

  • Excellent written and verbal communication skills

  • Be exceptionally organized and driven to proactively manage and perform effective quality control of project deliverables and effective oversight of work plans, and schedules for multiple team members and multiple tasks simultaneously 

  • Have demonstrated success in managing people, projects or tasks, including preparing and monitoring scope, schedule, and budget, and coordinating with team members to deliver successful projects

  • Guide project team with a spirit of mutual respect and aligned vision and goals

  • Be passionate about carrying out equitable engagement and meaningfully including historically underrepresented voices

  • Be committed to working with client team to improve project direction and more effectively gather feedback from communities who will be affected by this project

Required Qualifications

  • 8 to 10 years of relevant project management experience (preferably in the planning and outreach fields) with experience in the majority areas described in the job description above

  • Five years experience managing others

  • Interest in working with colleagues from diverse backgrounds and interest in exploring DEI topics

  • Ability to oversee quality control for all project deliverables including engagement events, collateral, and documentation

  • Being detail-oriented, self-directed, prompt, and able to prioritize work effectively

  • Expertise in Microsoft Suite: Word, Powerpoint, Excel 

  • Excellent computer and file management skills including systems such as Sharepoint

  • Ability to work 9 to 5 Monday – Friday with occasional earlier, later, or weekend hours as project requires, ability to work in person at least 2 days/week in our Oakland office and occasionally in San Jose 

  • Familiarity with the Northern California area

  • Ability to travel to events anywhere in the Bay Area region if needed

Compensation and Benefits

The salary for this position is between $120k - $145k. Employee benefits include vacation, holidays, and retirement 401(k) with matching contributions. We do not currently have health insurance.
